Nineteen of Medvedev's 21 titles have been won on hardcourt
A resurgent Medvedev won his maiden championship for nearly 30 months with success over opponent Moutet in the competition championship match.
Medvedev, a former number one, has endured a torrid season, winning just one win at the major tournaments and undergoing a meltdown at the American major.
The player's varied form on the professional circuit - and difficulties with his serving in particular - caused him exiting of the world's top 10 and finally splitting with long-term mentor Cervara.
Now working with his coach and Goetzke, he has consistently improved in the recent weeks - peaking in a closely contested 7-5 4-6 6-3 victory over challenger Moutet.
It is the player's maiden trophy following the Rome competition and initial on a hard court after spring of 2023.
Victory also indicates he has won 21 championships at 21 different competitions.
"This marks the first occasion I have attended a competition with my two daughters together, so to secure a title is really nice," commented ranked player Daniil Medvedev.
"This victory is in tribute of my second daughter her name, because the maiden victory I achieved when my child her name was delivered was for her."
Medvedev, the past champion, had lost his past six title deciders, featuring in the German tournament previously this season.
His retrieving strategy and frequent outbursts on court had led some to wonder if his skill to perform at the elite level was concluded.
However the 29-year-old has implemented adjustments in the past month, striving to come to the net and compete aggressively, reinforced by an enhanced serving game.
He came back from a deficit in the initial set against the difficult Moutet, securing 4 of the concluding five games to take the lead.
Both players exchanged breaks in the second set before Moutet, striving for his maiden tour championship, took control to push for a decider.
The opponent defended 4 initial chances in a tight final set before the champion broke to that score to serve for the match.
Suitably, Medvedev secured victory with a point at the front of the court, with Moutet unable to control a return after a lengthy match.
